       Vietnam Ministry of health was honored at the World Conference on "tobacco or health" and global award for outstanding achievements in tracking, monitoring tobacco use and room policies , against the harmful effects of tobacco.

       On 7th Mar 2018, the World Conference on the prevention of the harmful effects of tobacco with the theme "tobacco or health" 17th was held in Cape Town, South Africa. The Conference was attended by over 100 countries with more than 2000 delegates. To attend the Conference which was attended by Tedros Adhanom Ghebreyesus man-Director General of the World Health Organization (WHO); Mr. Micheal Bloomberg-the WHO's global Ambassador of the disease is not contagious, the founder of the Bloomberg Foundation Philanthropy; The Minister of health of several countries (South Africa, Vietnam, Uganda, Turkey, Argentine, Senegal ...).

       This Conference continues to acknowledge the use of tobacco is the leading cause of death with over 7 million people die annually. The Conference called for efforts by all countries to act together and put the prevention of the harmful effects of tobacco on the objectives of the health and development of each country. The Conference further stressed the Convention frame of the FCTC is the Foundation and is the global commitment against the tobacco epidemic. This is the fastest adopted Convention with 181 countries have ratified and implemented after 10 years. At the opening session the speakers also warned about the new way of the tobacco industry to undermine the efforts to prevent the harmful effects of tobacco around the world.

       Speaking at the meeting, the WHO Director General-Mr. Tedros Adhanom Ghebreyesus said that: "the use of tobacco is not only harmful to health but also damaging to the economy, the environment, education and social equality, and is a major barrier to development sustainability in all countries. This is the moment that all the leaders of the countries need to implement strong policies to protect people from the "tobacco epidemic victims.

       Mr. Michael Bloomberg: "tobacco control measures have saved nearly 35 million people around the world. However, while these countries are continuing efforts, the tobacco industry also are pushing the search for new consumers, especially the young. We can't stop because the tobacco industry continues to mislead the public in an effort to entice consumers to use its products. "

       Vietnam delegation led by the Minister of health Nguyen Thi Kim Tien, Chairman of the Board of Trustees, against the harmful effects of tobacco led with Mr. Vu Van dung, ĐMTQ ears Vietnam Socialist Republic Ambassador to South Africa; PGS. TS. Ngoc Khue Luong, Director of the Bureau of management of treatment-Director of the Foundation, against the harmful effects of tobacco; PGS. TS. Tran Thi Huong, Director of international cooperation, Ministry of health and Ministry of Finance represents the Organization of prevention of the harmful effects of tobacco in Vietnam attended the meeting.

       On this occasion, the Vietnam Ministry of health was honored and awarded the Foundation's global Bloomberg because of the efforts and achievements in tracking, monitoring tobacco use and prevention policies, the harmful effects of tobacco. Health Minister Nguyen Thi Kim Tien has represented Vietnam this important award.

       Speaking at the award ceremony, the global Ambassador of the World Health Organization about the disease is not contagious, former Mayor of New York City Mayor Michael r. Bloomberg congratulated the countries that are to receive the award this time , in which Vietnam because of the outstanding achievement in implementing the policy of tracking, monitoring the situation of tobacco use and prevention policies, the harmful effects of tobacco. "More than a decade, global's efforts in the prevention of the harmful effects of tobacco has achieved progress beyond imagination-but we still have a long journey ahead and who was honored today as the pioneers to lead the way forward, "said Mayor Michael r. Bloomberg insisted.

       This year the prize is awarded according to each group's policy criteria against the harmful effects of tobacco (MPOWER) of the World Health Organization. Group MPOWER policy include: (M): monitoring the situation of tobacco use and prevention policies, the harmful effects of tobacco; (P): protect people from the harmful effects of tobacco; (O): support tobacco detoxification; (W): warning about the harmful effects of tobacco on cigarette packaging and on the mass media; (E): prohibits the advertising, promotion and sponsorship of tobacco; (R): increase tobacco tax.

       Each policy in the policy group MPOWER got a prize. Vietnam Ministry of health was honored to receive the award in the implementation of policies to monitor tobacco use and prevention policies, the harmful effects of tobacco (M).

       List of countries receive MPOWER awards the year 2018
● Awards in the implementation of the policy of "situation monitoring tobacco use and prevention policies, the harmful effects of tobacco" (M): Vietnam Ministry of health.
● Awards in the implementation of policies to protect people from the harmful effects of tobacco (P): Solidarity Fund (FOSALUD) of El Salvador.
● Awards in the implementation of policies that support tobacco detoxification (O): the Foundation of Mexico's heart disease.
● Awards in the implementation of the policy of warning about the harmful effects of tobacco on the packaging and the mass media (W): the Ministry of health of Senegal
● Awards in the implementation of the policy of Banning advertising, promotion and sponsorship of tobacco (E): the consumer health organization of Uganda.
● Awards in the implementation of the policy of increasing the tobacco tax: the Ministry of health, the Ministry of finance and organization of FIC Brasilia Brazil

       At the awards ceremony the Minister of health Nguyen Thi Kim Tien sent his thanks to the World Health Organization, Bloomberg and charity organizations in the country had always supported and with the Ministry of health in Vietnam operating room , against the harmful effects of tobacco and the disease is not contagious.

       Over the years, the Ministry of health has been actively coordinating with other ministries and social and political organizations, the Congress enacted the law on prevention of the harmful effects of tobacco and the establishment of the Fund against the harmful effects of tobacco. The law stipulates a number of important content such as: non-smoking completely (100% smoke-free) at public places in the House; In health warnings occupy 50% of the image area of the main display of how smoking; Bans the advertising, promotion, sponsorship of tobacco and limit tobacco displays at the point of retail sale; Established Funds, against the harmful effects of tobacco (VNTCF) from the compulsory contributions of the production company, the tobacco business.

       PCTH Fund of tobacco by the interdisciplinary Management Council Steering, President of the Council is the Minister of health and member of the head of the Ministry of the industry and the social and political organization. In the past, thanks to the support of the Foundation's tobacco PCTH has support for the ministries, the social and political organization of all the provinces, the city of synchronous PCTH solutions of tobacco. The Fund focuses on support for advocacy activities to raise awareness for people about the harmful effects of using tobacco, smoke-free environment implementation, support tobacco detoxification, prevent tobacco use among young people.

       Global survey on the situation of smoking in adults due to the Ministry of health in collaboration with the General Department of statistics, the World Health Organization, disease control organization of Usa made shows: the rate of smoking in men decrease about 2% (reduced from 47.4 down 45.3); The rate of passive smoking where work off 13.3% (55.9 down 42.6); Passive smoking in the home rising 13.2% (73.1 down 59.9); Passive smoking on the media reduced the GTCC 15% (down from 43.4 down 19.4); Passive smoking in universities decreased 16.4% (54.3 down 37.9).
