Speaking at the opening ceremony, Assoc. Dr. Nguyen Truong Son, Deputy Minister of Health, said: In order to achieve the goal of striving to manage over 90% of the population by the year 2025, the Ministry of Health issued Decision No. 6111 / QD-BYT dated 29th December 2017 of the Minister of Health approving the Scheme on deploying the application of information technology at the commune health station in the period of 2018-2020, in which the Ministry of Health has assigned the Information Technology Department to build the section. Soft electronic health records, the roadmap from July 2019 will be deployed nationwide. The construction of smart health care is based on 3 basic elements including intelligent medical management system, smart hospital and smart health records. Future records must be linked to the vertical system of the health sector from the commune health station to the higher level health facilities. It is not possible to have a patient write a written record in a hospital.
Localities are very interested, excited and have plans to implement electronic health records. However, the inadequacy is that the applied software is not currently connected. Some localities are still confused when deploying in selecting software, medical identification codes, application forms and instructions on data exploitation for management ... To solve these problems, Currently the Ministry of Health is cooperating with Vietnam Social Insurance to determine the method of building codes and regulations on medical identifiers, creating user accounts and decentralizing management.
Medical facilities will use electronic medical records instead of previous medical examination books. Each patient is provided with a code for managing and storing electronic medical records at a medical examination and treatment facility. Through health records, patients can tell physicians health records, medical history. Therefore, the process of medical examination and treatment will be quick, accurate, complete and convenient for the hospital to diagnose and treat doctors. When the information is transparent, it helps to manage health insurance costs more easily, while limiting drug abuse and testing.
