       On 8th December 2017, the opening ceremony of the Methadone treatment information management system was held in Hanoi. Attending the opening ceremony there were Deputy Prime Minister Vu Duc Dam; Minister of Health Nguyen Thi Kim Tien; Minister of Labor - War Invalids and Social Affairs Dao Ngoc Dung; MOH leaders; Representatives from Ministries / Departments / Agencies; the Central agencies.

The pilot implementation of drug addiction treatment with methadone started in 2008 in Hai Phong and Ho Chi Minh City and up to now it has been expanded in 63/63 provinces and cities. The expansion of the program conducted according to the Government's direction (in the Government's Decree No. 90/2016 / ND-CP dated July 1st, 2006) and the Prime Minister's Decision No. 1008 / QD-TTg dated June 20th, 2014 and Directive No. 32 / CT-TTg dated October 31st, 2014 of the Prime Minister) increasingly affirms the important role of the program in HIV control, social safety and development of the country.

To achieve these achievements, the Ministry of Health has implemented many drastic measures. Many regulations on methadone treatment have been legalized and deployed to each staff directly involved in this task. Treatment programs have close,  scientific and feasible management and implementation. Information on the nature and benefits of methadone treatment was provided by the Ministry of Health, the ministries, branches, localities, and the institutions at the grassroots level. With the efforts of the entire political system, Vietnam is currently treating for 53,828 patients in 299 institutions. In particular, up to September 2017, 26 localities have deployed drug distribution at commune-level and the total number of patients taking methadone makes up 22% of the total number of patients with current treatment. This reduces the time for patients and helps them to access and maintain treatment.

Speaking at the ceremony, Prof.Dr. Nguyen Thanh Long - Deputy Minister of Health would like to receive the coordination and investment of Ministries, Departments, People's Committees of provinces and cities for the synchronous system in the whole country from 1st June, 2018 and the goal of managing information without using paper from 2019. Deputy Minister of Health also recommended institutions in the health sector, especially the institutions having the direct treatment for patients from the central to local levels should complete the conditions of facilities, computers, transmission lines and skillful and responsible staffs so that the system can be deployed across the country as soon as possible.

Deputy Prime Minister Vu Duc Dam delivered his speech at the ceremony

Speaking at the ceremony, Deputy Prime Minister Vu Duc Dam praised the efforts and determination of the Ministry of Health. He said that this is a good tool to help the health sector and local authorities to manage closely and accurately patients involved in treatment. He also emphasized that a good tool is only a model if it is not conducted synchronously by Ministries / Agencies and local authorities. And if the staffs, especially at the grassroots level, aren't able to grasp and update information in the system, it is impossible to have the real data is impossible for effectivel implementation of the program.

For the People's Committee of provinces and cities, Deputy Prime Minister Vu Duc Dam suggested that they should have the direction, including:

Supervise the implementation;

Ensure conditions for Methadone facilities including computer, card reader and Internet connection;

Training for staffs about how to use the software;

 

For the MOH, Deputy Prime Minister Vu Duc Dam suggested that they should do the following things:

The Ministry of Health coordinates with the Military Telecommunications Group to deploy the application of this software nationwide. Then the software should be completed to meet the requirements of the program in the direction of expandsion and multifunction. Problems arising should be solved promptly. Periodical report should be made and submited to the Government.

Related Ministries and branchess participate in mobilizing and supporting the operating budget so that the software will be widely deployed and maximize its effectiveness for the the treatment of current drug addiction.
